Well, when they started the project, they had nothing but a vague description of the game mechanisms, some black-and-white pen illustrations, a prototype board, no rules, and a list of the games they had published as "proof" that this would be a good game. I think they would have gotten off to a better start if they had resolved all those issues before starting the project.
