BGG Developer here. We are essentially in the process of doing some of what you suggest.
We are working on an Angular 4 front end, with a back end heavily cached by varnish. The back end behind Varnish is still PHP--we definitely don't have the manpower for a a complete rewrite there--but I expect significant performance improvements when we finally get this thing done.
