Actually, according to an Apple engineer, "public.data" should accept generic documents (i.e. should be equivalent to a file type of "*"). So that's definitely a bug. Unfortunately that is not true on Tiger, I added that to my bug report. And that was (some time ago) also miserable to track down. Perhaps I'll file a bug report on the documentation.
