I'm trying to help a user, but I can't get the open panel's encoding popup to work at all; it always seems to open the file using the default encoding, regardless of what I set in the popup. The code's all been rewritten since I last worked on it, so I have no idea what's going on…but it appears that the popup does not have a target or action anymore.
