The problem still shows up using Jstor's output.  Here is a sample.
Importing this will still add \tt{} before each ".  I appreciate that there
is actually a problem with recognising quotations in bibtex, since Jstor
uses straight quotes, and bibtex requires `` ''.  I don't have an immediate
suggestion, except that as a practical mater the first " is almost certainly
a ``.  Single straight quotes, of course, are a headache all of their own.
