I'm no expert on file packages, so this idea probably has problems, but...
What if BibDesk offered an "embed" facility that could export a selected set of references to a .bib file that was placed inside a selected Mac file package? And if a package was targeted with BibDesk (special open or drag), the contents would be examined and the .bib file opened if it was present. If the bib file was modified, the save would target back to the file package. For editors that use the package format for their files (such as Pages), this would make sharing bibliographies in collaborative writing very easy, especially in combination with scripts for managing citations and formatted bibliographies in the text of the files, like CiteInPages.
