May I encourage you to explore the citeproc and csl citation styling
system? This is the one being used by Zotero and looks to be the
system most likely to see wide-spread use in OpenOffice in the near
future. It should be a question of getting the references and then
formatting them (both in-text and for the reference list) using the
csl styles.

using these styles.
You might also find how Zotero integrates with Word and OpenOffice of
use in thinking about how to interact with RTF.

Of course you might also be able to leverage bibtex styles or BibTex's
templating system (via Applescript?), rather than building another
templating system.
