I might speak for a minority, but I nevertheless think that the  
arrangement suggested by the OP is
a) not necessarily a functional improvement and
b) (more importantly) not very friendly for users who are working on  
rather small screens

I tend to write large annotations and when it comes to reading them  
all other information regarding the item are way less important to me  
than to see as much of my annotation as possible. Also, when I want  
to see the information and fields of an item I do not really care  
what is written in the annotation.
Therefore, I really do not see how this suggested design would  
improve BD.
