Well, answering my own question about RFEs, there are at least 20 requests for 
PHP 5, and the first one I see is from June 2005.  Several of them mention that 
PHP 4 support is over, also...while noting that the entire sf.net site is based 
on PHP 4.

Sourceforge sucks.  The only reason I can think of for using their service is 
that it doesn't cost money; it's free in the same way that Linux is free if 
your time is worthless.
