I have the following EndNote formatted citation on my clipboard:

ER -

This looks like RIS, but it's not...since in RIS each tag should be followed by two spaces, and the last line must be "ER - ". Typical.

When I go (in BibDesk 1.3.19) to Publication > New Publications from
Clipboard...

nothing happens.

From a quick glance at the code, I'd say it's because the RIS parser lies and says that it can parse this since it sees "TY + whitespace + dash" at the beginning, but then it fails to parse since it didn't count the number of spaces (required to be two).

If I put some other text on the clipboard, I can get the New
Publications from Clipboard... menu item to work as expected, then
copy the citation above, and use the Publication > Load Clipboard menu
item to get the citation to appear in the left hand pane.

Simply inserting a single character before the "TY" will cause BibDesk to realize that it's not RIS.

But I am puzzled as to why the menu item simply doesn't respond when
that citation is on the clipboard.

I think there should be some feedback when parsing fails like that, but don't have time to check into it. You might file a bug report on that.
