This is a Tiger bug, so you must be using 10.4. Messing a little bit with the table will show the scollbars. But you probably don't want to use this anyway. This table is used to declare special /roles/ for fields (like persons, URLs, booleans, etc). You probably want to edit the custom bibtex types and fields.
