I have Tex Conversion turned on. It does it's job with accented foreign letters, though I don't think it does anything with double quotes.
It will convert “ to `` and ” to '' for you.
It doesn't seem to do anything, even when I have nested quotes. And just to clarify, when you say TeX-compatible quotes, you're referring to ASCII 22 quotes as opposed to smart quotes?
TeX-compatible quotes are ``double backtick, double apostrophe,'' rather than the ASCII double-quote character.
