My tests using latest nightly Version 1.5.1 (1817) (= BibDesk-20100409.dmg)
confirmed this bug to be fixed. "external" statements seem to execute without
delay and reliably each time.

I tried a more "defensively" written variant:

external of firstGroup

end tell
It fails with
error "BibDesk got an error: Can’t get library group id
\"4071B7B3-0C8E-4C7F-91CA-7979B9ED79F2\" of document \"Some Refs.bib\"." number
-1728 from library group id "4071B7B3-0C8E-4C7F-91CA-7979B9ED79F2" of document
"Some Refs.bib"
at the execution of the external statement.
Once I encountered this error a few times. Suddenly the very same script
succeeds and correctly reports the external status of the current selection.
Could there be some not properly inited internal variables? Should I file a bug
report?
I am using latest nightly build of BibDesk, i.e. Version 1.5.1 (1816).
