To the right of Google Scholar's search button is a link to set "Scholar 
Preferences". Follow that and set there towards the end the "Bibliography 
Manager" preference to "Show links to import citations into BibTeX" and press 
button "Save Preferences".

>From then on Google Scholar importing should be enabled.
