Yes, I've also tried restarting BibDesk a few times and since it's my default library it opens it every time ... except when BibDesk is launched by clicking the item link.
Althouh perhaps Big Sur changes the place where these are saved, or perhaps otherwise break that link. I have not been able to check that.
