A woman for whom I built up a NOS 50cm lugged Terry frame--thanks Robbie-- wanted to change the stem after a year. I'd installed one of those adjustable stems commonly found on hybrids. with cross levers too, for flexibility and safety.
I found and sent a lovely 100mm Cinelli stem for her to install because stuck in my mind was the same assumption about different proportions for women's anatomy that had led to find the Terry frame in the first place. Bad assumption. After all the work changing bars, cross levers, cables, bar tape and stem, the stem turned out to be shorter than optimal. Even with the seat pushed back. While the owner may not be tall, she is relatively long torsoed. Funny thing is, it may be me who would benefit from the proportions of a Terry frame with a 24" front wheel..
