It sounds silly, but I've read this is related to control/lack of it that a
person has in their life.  A lot of people subconsciously view cyclists as
"freeer" than they are, and this builds to resentment.  Doesn't matter if
the cyclist is riding 100% correctly/obeying all laws, they are still
resented.  A type of person that views the world this way isn't rational.
That's why this is so disturbing.  Angry RX is now saying "ha, ha, it's just
a joke" but I bet the sentiment is still quite real.
