Having cycled a lot of Europe and some of America and some places east
of Eden....I'm not so a safe bike lane exists.

Traffic calmed areas simply drive everyone bonkers, and honestly, from
what I've seen of the behaviour of cyclists when they get free run to
cycle in wide areas where pedestrians are....cyclists behaviour leaves
a lot to be desired.

The layout of Stevenage, in Hertfordshire, UK, which was designed from
the ground up to ensure cars and people don't get too close together.

I'm not sure its possible to engineer in safety, when there are such
disparities between speed and vulnerability.

Cars and their drivers are simply too fast and will not slow down.
