[bigloo] SRFI 13 & SRFI 14 for Bigloo

Hello,
I have made Bigloo adaptions of SRFI 13 - String Libraries and SRFI 
14-Character Sets. As with the sample implementations, they are limited to 
iso-latin 1 but hopefully will still be useful to some.
