The original author (David Saff) of the code that is still left there has
agreed to re-license his original work:
https://github.com/KentBeck/junit/blame/master/src/main/java/org/junit/runners/Parameterized.java
under Apache License. Waiting for David to attach it to the JIRA while checking
off the licensing box. Once
that is done -- I will remove the CPL header from the file.
