We have a pretty ad-hoc assignments of chkconfig startup priorities which leads 
to problems like these:

The proposed new assignment is this (start stop: daemons)

85 15:  zookeeper, hadoop
82 13:  hbase
90 10:  oozie, flume, hive, sqoop
