The original idea of doing it during the build failed, since during the build
we can NOT fetch transitive dependencies of hadoop-core (things like
commons-configuration) reliably.
Thus oozie now depends on hadoop. Which is not that big of a deal since we'll
have to make it so anyway for starting to package war files as exploded war
files.
