NTPC to take over Patratu Thermal Power Station



NTPC Ltd is planning to take over and revive the 840-mw Patratu thermal
power station of Jharkhand State Electricity Board.


NTPC has prepared a note to initiate discussions with the Jharkhand
government and the power ministry regarding expansion of the power plant
with 2x660 mw units, revival and turnaround programme of the existing units,
and all relevant conditions of the takeover.


A team of senior NTPC officials visited the plant in October last year and
prepared the report for the plant takeover. The plant currently has four
units of 50 mw each, four units of 110 mw, and two units of 210 mw.


Most of the power plant's boilers are 40 to 50 years old and in absence of
capital maintenance, many of the plants have become liabilities. NTPC plans
to refurbish all the existing units and add two expansion units to the power
plant.

In the wake of an acute power crisis hitting Jharkhand for the past few
months, the High Court has directed the Centre to immediately supply 267 MW
and Damodar Valley Corporation 150 MW of power to the state.

The court asked the Jharkhand State Electricity Regulatory Commission to
issue tenders inviting private electricity company to supply power in the
capital town.

Besides, the Jharkhand State Electricity Board was advised not to make any
objection to it.

A division bench of Chief Justice Muthuswamy Karpagyavinayagam and Justice D
G R Patnaik heard a PIL filed by Madhu Sudan Mittal, an advocate of
Jharkhand High Court.

The court has fixed next date for hearing of the case after two weeks.

The Chairman of Jharkhand State Electricity Board would personally make
efforts and see that the power supply in the capital town was proper, the
court said adding the state government would ensure that the second damaged
unit of Tenughat Vidyut Nigam Limited was repaired at the earliest.

The petitioner had filed an affidavit before the court as per its earlier
order. During the course of argument, he informed the court that at present
the state capital was getting only 70 to 80 MW out of which 20 MW was being
supplied to the VIP areas. Only about 60 MW was meant for the rest of the
capital town.

Earlier, the JSEB filed an affidavit before the court informing that the
board was not getting appropriate power supply from the Tala (Hydel) Project
in Bhutan.

The water of the hydel project was frozen due to extreme cold and the
project was only producing 120 to 130 MW, the affidavit said.

The board pleaded before the court that it would be good for the board if
they get power supply from any thermal project, not from hydel project.

During the course of argument, Mr Mittal informed that Patratu Thermal Power
Station produces approximately 840 MW and Tenughat Thermal power station
produces 440 MW.

But the condition of the Patratu Thermal Power Station was in bad condition
and there was no one to look after it. If it was renovated and made
operational both the thermal power stations could supply approximately 1280
MW which was more than enough for the state, he said.
