I think an important, if not the primary, reason why cars were allowed on West River Drive  after closing is being ignored here.  A local radio personality, Marsha Mason, turned the closing of WRD into a racial issue.  And whether it was in any way, shape or form racial or not, the resulting political pressure brought about the current compromises.
 
Will this person or her cohorts bring pressure to bear again?  I think this factor has to be looked at before any strategy can be laid. 
 
BTW, the Daily News was a big supporter of not closing WRD.
