Tracy makes some good points. it might be a good thing for the bike coalition to 
contact the reporter of the article, DiCicco's office, street's dept and the mayor 
with a compromise solution, like the one suggested by Tracy. Since keeping the right 
turn restrictions is probably not a winable battle, what would be the best way to come 
out of this looking like a winner- be the one who suggests & pushes for the 
compromise. This strategy has a number of benefits
1. it makes the bike coalition look strong & in control of the situation
2. it turns a loss into a victory
3. it forces the streets dept to do a new engineering concept (or at least something 
different) that is apparently being used in the city that is the poster child for 
bikes (maybe if they try this, they'll try other things from Portland)
4. signage that says yield to bikes/transit, even if this is kind of questionable 
engineering and may not work the best, is at least another visual reminder that cars 
should yield to bikes & buses.

I agree that it is not clear from the article whether the bike lane will be
eliminated completely or just allow right turns.  Where I am from in Oregon,
we will often have right turns crossing bike lanes and HOV lanes.  Usually
this situation is accompanied by signage for cars indicating that bikes and
transit have the right of way.  Also, there is usually some dashed lane
striping that identifies at what point the vehicle traffic can cross over.
Obviously, it is not ideal, but at least the majority of the lane would
remain restricted.
