Just as Philadelphia's Bill 629, Harrisburg's amendment to Bill 1100, severely limits the rights of community organizations to appeal Zoning Board decisions in Philadelphia It also adds special protections for the billboard industry by eliminating the legal standing of community groups, or any taxpayer to participate in any cases involving outdoor advertising. What's wrong with this bill? Seen by neighborhood leaders and citizens as an insidious attempt to limits the power of local community groups to serve the residents of Philadelphia. Sets a dangerous precedent that would encourage inquisitions of community groups before zoning boards to prove their status to participate. Creates new, vague and legally undefined criteria with the new wording "immediate vicinity of the property." Excludes all city-wide community groups from participating in zoning issues such as The Bicycle Coalition, Foundation for Architecture, The Preservation Alliance, SCRUB, the Clean-Air Council, Pennsylvania Horticultural Center and the NAACP. Another attempt to govern Philadelphia from Harrisburg by overriding existing legislation. Mary Tracy 215-731-1775 Executive Director SCRUB Get more from the Web.
