Traffic Calming Terminology

Hi,
Can anyone tell me the definition of a couple of terms, which were used in
the latest issue of the Wisconsin Bicyclist?

The article states that "... Conflicts at intersections could be solved with
this project by putting in bulb-outs and raised speed tables where the path
crossed such streets as Patterson and Blount."

What are bulb-outs and raised speed tables?
