I think I have to disagree.  I was told, and if I remember I will try to
confirm, that officers are instructed NOT to enforce traffic laws unless
there is an imminent danger (e.g. some maniac speeding through town
scattering people and chickens and blowing every stop light at 80 mph.)  

I too have been seen police blatently ignore traffic violations.  

Example: I was riding down State St and saw someone blow a red light -
actuallky start through the light after it turned red - on Gotham RIGHT IN
FRONT OF A COP in a squad car on State.  I wanted to scream, "Didn't you
see that?!!"  But instead I just shook my head and kept riding.  Lest you
think the cop was racing to an emergency.... no, he was stopped at the
light like everyone else.

But I do agree that enforcement can't do it all. We have to make it a
social norm to obey traffic laws. I urge everyone concerned with traffic
safety to open your mouths when riding in a car with a friend, family
member, neighbor or colleague.  If the person is speeding - say something.
If they don't yield to pedestrians - say something. Otherwise, we are all
saying that this behavior is OK.
