Of particular annoyance to me is:

11. WHEREAS, a recent Texas Transportation Institution study
estimates the cost of congestion in just 68 urban areas
has grown from $21 billion in 1982 to $78 billion in
1999; and

12. WHEREAS, the length of the congestion period increased
from 2 to 3 hours in 1982, to 5 or 6 hours by 1999; and

13. WHEREAS, it is essential that our cities have the
resources to combat increasing urban congestion; and

Which seems to be saying the solution to congestion is to fund an ever
expanding highway system. "Trying to solve congestion by building highways is
like trying to lose weight be loosening your belt".

and of note recently:

17. WHEREAS, to maintain a level playing field between
highway and transit interests it is critical that the
existing matching shares of 80% federal and 20% local as
stated in TEA-21 be maintained; and

Remember that Middleton highway vs rail discussion where it turned out that
while the better option was rail in the long run, the federal funding rules
made rail less appealing in the short run? The conference of mayors supports
this because it wants to "maintain a level playing field" for "the interests"
which obviously in the Middleton case does not mean the public.
