They do have PSAs running on the video monitors, but they always seem to be focused on "Look out for your own @ss; this is what will happen to _you_ if you drive drunk; this is what will happen to _you_ if you don't wear your seat belt." I've never seen one with a message like "you could kill _SOMEONE ELSE_, or make her/his life HELL, if you don't give peds the right of way". 'Course, messages that appeal to people's own interest, rather than their willingness to do the right thing for others, are probably more effective.
The problem is, such a "self-interest" message (wrt. pedestrians) wouldn't be backed up by historical fact. The fact that the guy who hit those two girls in Seattle was slapped on the wrist with a misdemeanor would belie a message saying "If you kill/hurt a pedestrian, we're gonna be mean to you". [Side note: did anyone visit the "TIA" site, inspired by this crash? Meaning no disrespect to the father, esp. given his grief, but he used the phrase "didn't have time to stop" describing the guy who killed his daughter. Didn't have time??!?
