Probably for the same reasons drivers make right-turns-on-red WITHOUT 
stopping, roll through stop signs at 20 mph, accelerate through 
yellow lights, fail to yield to pedestrians in crosswalks, drive 45 
mph in the 25 zone, pass bicyclists way too closely at high speeds, 
and force them to ride dangerously close to parked cars.  Bicyclists, 
at least, are not wielding 4,000 pound weapons,  rarely have 
malicious intentions, and hardly ever kill someone else because 
they're in a big hurry.  Not that I condone cyclists running red 
lights, of course.
