1. I agree, motorists shouldn't be charged with a traffic 
violation if they intentionally pass a cyclist very closely after 
seeing a cyclist violate a traffic law.  Perhaps we can get this 
vigilante attitude instilled in all human activities.  If only a 
few pedestrians carried baseball bats, for example, it wouldn't 
take long for motorists to learn respect for crosswalks 
(intentionally absurd).

2. I'm not sure what the traffic signals are like around 
Milwaukee but it could be they are teaching cyclists to run red 
lights.  When I bike out from my parents home at 6 AM I encounter 
  light after light that isn't going to change any time soon. 
They are all on trips that are insensitive to bicycles and I'm 
riding low volume side streets that never get an automatic green 
cycle.  My parents live in a Chicago suburb called Lombard and 
sometimes I bike with a group from there called the West Suburban 
Wheelmen.  I was amazed how unfazed they are by red lights even 
when biking on much busier streets.  Again we're talking about a 
ride that goes out at 6 AM on Sundays but they *never* wait at a 
red.  No excuses but I did find myself getting accustomed to 
doing it after a only a few mornings of biking.
