Agreed, City service budgets are always strained (check out my section's "lavish" offices sometime). But as was hinted at by another poster to this thread, the UW, esp. the Athletic Dept, _profits_ from the activities that generate most of this hazard. In addition, this hazard obviously requires something more than routine maintenance. Well, when I and other citizens benefit from something that requires more than routine city maintenance, say, a new sidewalk, we are levied a special assessment. I don't know for certain, but I would presume that when an organization holds an event such as a street or park fair (Orton Park Fest, Willy St. Fair, Atwood Fest, et al), they pay for special city services related to the event (added police presence, street cleanup, sanitation, etc).
