                      NOTICE OF PUBLIC HEARING

Madison Gas and Electric Company (MGE) and American
Transmission Company (ATC) will begin installing an
underground electric transmission line along roadways and
streets in Madison and Fitchburg in early 2003. As your
community energy company, it is MGEs responsibility to
provide reliable electric service for our customers. The West
Towne to Fitchburg Electric Reliability Project will help meet the
growing needs of our area by connecting MGEs new Tokay
Substation with existing substations at West Towne and
Fitchburg.

The proposed route for the Fitchburg-Tokay line travels north
from the Fitchburg Substation at 5961 McKee Road in the City
of Fitchburg along an abandoned railroad and a bicycle path,
crosses under USH 12/14, continues north along the eastern end
of the Odana Hills Golf Course to Odana Road, then west along
Odana Road to the Tokay Substation site, located just east of
Tokay Boulevard and north of Odana Road. The proposed
route for the West Towne-Tokay line begins at the West Towne
Substation, travels east across Gammon Road and continues
east along USH 12/14 to the Medical Circle area, then north to
the Tokay Substation.

In accordance with the City of Madison's Standard
Specifications for Public Works Construction, MGE and ATC
will be responsible for restoration work and expenses.

You are invited to a public hearing of the City of Madisons
Board of Public Works on October 16, 2002, at 6:30 p.m. in
Room 201 of the City County Building at 215 Martin Luther
King Jr. Blvd. MGEs application for a street opening permit will
be discussed at this meeting.

4057 can answer questions about the hearing or permit
procedures. Please contact Ruth Miller at (608) 252-4703 or
