Unfortunately it's not. i saw a draft a year ago of a WisDOT report entitled "Secondary and Cumulative Impacts of [roads, transportation improvements, highway projects, I forget what they called big over built roads]" It, unfortunately, is the first such report of its kind. But (at least someone at) WisDOT is finally recognizing the truth of Mike Slavney's quote, above. Whether the rest of WisDOT will pay any attention is another story. By the way, Mike Slaveney showed me the plans for what Vandewalle was going to recommend to the NMPAC, and, if you accept the fact that something will be built (I'm not saying you should, just if), then I think the recommendations Vandewalle made do a good job of accomodating pedestrians and bicyclists for a road that size. Whether those recommendations are actually implemented, i.e., built, will be determined ostensibly by a public process. so pay attention to what's going on, folks. Mike and his staff have at least put a lot of thought into what other road users require, but don't typically get.
