This has been my position (with regard to the north beltline project)
since I started going to the NMPAC meetings, and goes to the heart
of the argument - land use should drive transportation policy, not
the other way around.

My county sup, Brett Hulsey, says:
   We [the Dane County Board] are looking at using the Smart Growth planning
   process to make them[land use plans]  mandatory.

This is probably a good 'hook' - the state is going to require
official 'Smart Growth' plans by the end of the decade anyway.
