This issue was ONLY "addressed" last year, when County Executive Falk decided that a user fee (i.e., trail pass) would not be required for 2002, giving Dane county Parks time to look into the issue. the Federal Highway Administration (FHWA) has decided that users of facilities outside of road rights-of-way (i.e., paths such as the Cap City Trail, versus on-street bike lanes) can be charged fees as long as the money is used to maintain the facility (The Cap City Trail was built, at least in part, with federal funds). The Parks department has therefore decided to require a trail pass to raise the money to maintain the trail (last year they spent $26,000 maintaining it-nor is that amount sufficient to plow snow).
Again, this meeting is meant to decide HOW the trail pass will be administered, not WHETHER one will be required. The Trail currently belongs to the County, but it will or may be transferred to the State in the near future.
