As a Department of Natural Resources employee, I've refrained from
commenting on this issue. But I feel I must reply to this paragraph from
Joseph King:

The way the trail pass works on state trails is that you fasten it to the
bike. It's made of a weatherproof material that withstands wind and rain
(presumably snow, too, but I've never tried that). They're a different color
each year. Along the trail, rangers who also are out looking for any people
who need help, maintenance needs, etc., can see who has a pass. If you don't
have one, the ranger will sell you one (but the price is higher if you don't
have it before you ride). No booths, nothing electronic. The pass is good on
any touring bike, mountain bike, horse, or ski trail in the state that
requires the pass.
