Per our conversation today: The Dane County Parks Commission will be considering the Cap City Trail user fee at its meeting a week from today, Wednesday, November 13. With apologies, I still have to look up the location.

Ken LePine, Director of the Parks Department, left me a long voice mail to let me know of this so I would not feel blindsided. He indicates that the legal issues raised by Mike Rewey have been worked out. He indicated that last year implementation was delayed; the fee was not killed. Further, he indicates that the trail will be part of the state trail system so a state trail pass will be valid for the Cap City and all other state trails.

Having said that, I still feel that the fee makes the one County bicycle route a toll road, while all auto routes remain free to the user. That's just backwards. John Rider has agreed to be point person for Sierra Club on this issue. Perhaps we can plan some press hit or hits for next week Tuesday and/or Wednesday.

Note, too, that the County Board does NOT get to vote on this. Somehow the Parks Commission can unilaterally impose the fee.

Please spread the word for an outpouring of opposition to this misguided fee. I'll check up on the location.
