I was once told that when you buy a DNR trail pass for $10, not all of that $10 goes to what might be called a 'bike trail fund'. It gets dispersed to other accounts, a type of General Fund, either in Parks Bureau or other Bureaus's in the DNR. Are we(bicyclists) getting back what we would be paying in??

Personally I don't have a major problem with a fee, IF all of the money goes to upkeep, and expansion if any. I'm not happy with it, but I can understand. The Parks division for Dane County has been drastically cut back from what I've heard, and you may be shutting out financially strapped kids and adults. BUT, if my $10 every year goes to the DNR for building horse trails or creating turkey hunting opportunities so some guy can go out and blow away turkey's twice a year, count me out.

Hi Mike:

Per our conversation today: The Dane County Parks Commission will be considering the Cap City Trail user fee at its meeting a week from today, Wednesday, November 13. With apologies, I still have to look up the location.

Ken LePine, Director of the Parks Department, left me a long voice mail to let me know of this so I would not feel blindsided. He indicates that the legal issues raised by Mike Rewey have been worked out. He indicated that last year implementation was delayed; the fee was not killed. Further, he indicates that the trail will be part of the state trail system so a state trail pass will be valid for the Cap City and all other state trails.
