Title: RE: [Bikies] It's baaack! The Capital City Trail user fee

Mike, when I wrote to Kathleen Falk about the lack of plowing on the Cap City Trail last year, she wrote back in part:

"While I agree that the Capital City Trail is an important transportation
facility, I understand both the Highway and Parks Departments' frustration
over the state's refusal to recognize that fundamental fact. Under state
rules and formulas, we receive partial reimbursement for highway and road
maintenance but nothing for transportation trail maintenance. This failure
makes it more difficult, from a budgetary perspective, to transfer funds
from the Highway Department."

What could you and/or the DOT do to get these transportation (as opposed to strictly recreational, whatever those might be) trails eligible for "partial reimbursement for highway and road maintenance?"

As far as I'm concerned the issues that I have raised have not been
resolved.  I am willing to be a transportation partner with Dane
County Parks and DNR, but if they insist on charging fees they are
telling me their facilities are recreation.  If they are recreational then
the likelyhood of outside funding for future trails and facilities is
extremely slim.  Pretty shortsighted on their part.

If only they could join the Madison Urban Transportation System
and behave more like the cities of Fitchburg and Madison.
