If the Capitol City Trail is recreational, as the DNR feels, then why is the new Nobbie Trail (now under construction) being built? Recreational trails don't need to connect to anything and are fine as isolated "go nowhere" trails. The Nobbie Trail represents our (the city's) collective wisdom that The Capitol City Trail is part of a larger transportation system. Destinations along the Capitol City Trail include employers, businesses, schools, churches, homes, parks, etc. It is not a winding path through the woods to nowhere! It traverses an urban setting (Fitchburg, etc.).
Last year I didn't buy a trail pass all year, because I didn't have an opportunity to ride on a DNR trail out-state. But I did ride a few times on that little segment of Military Ridge Trail from Hwy PD to Fitchrona Rd (avoiding traffic clogged Seminole Hwy) to get to Paoli. I can afford an annual pass, and I should have bought one (this is debatable; perhaps the piece of Military Ridge Trail I've identified falls into a similar category as Capitol City Trail). As someone else on this list mentioned, I fear that low-income or occasional bicyclists will be deterred from riding altogether if the Capitol City Trail has a fee (with added penalty if the ranger stops you). And just what does the ranger do if you claim to have no money on your person and no identification?
