I can't make it to this meeting, but I'd like to suggest a compromise.

When I've gone down the Capital City Trail, I've noticed that Fish Hatchery
Road divides the trail rather neatly into two sections
-- the section west of Fish Hatchery Road  is a natural commuter trail; it
takes a relatively straight path through a developed residential area,
connecting two business districts.
-- the eastern section, on the other hand, is clearly a recreational trail;
it follows a roundabout path through the woods and prairies of the Nine
Springs E-Way.  This section can be used, of course, to get from one place
to another, but you probably wouldn't use it for this purpose if you were in
a hurry.

Since the two halves of the trail have different characteristics, why not
treat them accordingly?  I would suggest classifying the western half as a
commuter trail, more or less like the Southwest Path.  As a transportation
asset, this section should be toll-free, like every other road in Dane
County (and, while we're on the subject, it should be plowed in the winter).
But the eastern half would be classified as a recreational trail.  I would
prefer to keep this part toll-free, too, but if the County needs the revenue
they would be able to collect fees from users of this half of the trail.

If there's a way to prevent fees on any portion of the trail, I'd support
it.  But the fee is a done deal, perhaps a compromise would preserve the
principle that bikes should not be discriminated against as a form of
transportation.
