While Mitch's compromise (trail fee on the Capital City Trail section between Fish Hatchery Rd and the Beltline only) is interesting, the problem I see is that you have a continuous network of paths - - Isthmus, Law Park, John Nolen Dr., Nob Hill, Capital City, Southwest, and Missing Link - - with a piece in the middle that is different from the rest in that it is the only piece to charge a fee. This isn't a path all by itself in the middle of nowhere, it's an integral piece in a much bigger network.
