Art's comment is a good argument against charging a fee on any segment of
the Capital City Trail, since the Trail, as a whole, is "an integral piece
in a much bigger network."  And I agree; I don't think it's a good idea to
impose a fee on users of any part of the trail.

But if we've lost that battle, and the fee is inevitable, I think my
proposal might contain the damage somewhat.
