How about if they try raising the entire $27,000 needed for trail maintenance via the Friends group? My guess is that there is a significant number of people who will refuse to buy the pass on principal. But some of those people would gladly DONATE more than $7/year (the County's cut of the trail pass) if they were asked. Has there been ANY attempt to just ask people who use the trail to make a donation to avert a fee for all users? Not that I'm aware of. Here are some techniques: Have the DNR or County toll collectors hand users a nice pamphlet with a suggested donation instead of forcing them to buy a pass.
