It would appear that the Capital City Trail fee was a done deal
between the Dane County Parks administrator Ken LePine and the
State Department of Natural Resources long before the public
meeting tonight as it was included in the recently passed county
budget.
I don't know about anyone else but to me it appeared as if the
DNR and County Parks had worked out a way to exploit urban
transportation corridors to bolster their tight budgets. Even if
it set the wrong priorities for our county and undermined the
goodwill they had earned over the years. Strangely enough, the
county did not put forward a plan to charge a toll on County
Highway PD which runs parallel to the Capital City Trail. I
guess this is a meaning of the term, "pollution credits" that I
wasn't previously aware of.
