I know the police can't be everywhere at once, and I would prefer that they
spend their energy preventing/catching people that are shooting each other.
But it seems crazy that the solution to too many "speeder hotline"
complaints (and presumably too many violations) is to make it harder for
citizens to report the violations. When (if?) the anti loitering law
resulted in more calls to the police than the police could handle, was the
response to make it harder to call the police? 

I know, I know, no matter how you feel about the anti loitering law, it's
intentionis to cut down on drug deals and the resulting violent crime. But
it's my opinion, shared by many on this list, I suspect, that blatantly
failing to yield to pedestrians legally in a crosswalk (and possible
simultaneously violating other laws created for the safety of road users,
such as red light running), in other words, the exact situation Ann
experienced and described, is as much an act of violence as pulling a gun
on someone. both actions are extremely intimidating to the potential
victim, and are likely to result in lethal injuries (after all, more than
40,000 people are killed every year by people driving cars, and thousands
more are permanently injured). 

Why are more resources devoted to preventing increases in gun and drug
crimes, and fewer resources devoted to reducing assault (or attempted
assault) with an automobile? After all, it should be easier and cheaper to
reduce auto violence (or to punish violators, at least) since people
carrying guns (legally or not) are not required to wear big standardized
steel plates bearing their gun's registration numbers on their chest and back.
