Ken Golden also smashed it again at the Long Range Transportation Planning
Commission (LRTPC) meeting on 1/16/03. Technically, we were only discussing the item
and not acting on it at LRTPC because the item had not been officially referred by the
Common Council to LRTPC (or Plan Commission for that matter). The reason the item was
on the Council agenda on Tuesday was to rerefer it again including to LRTPC and Plan
Commission.
Basically what this program is saying is that Alliant left downtown because of a
perceived parking shortage thereby creating a parking surplus, therefore, we need to
offer incentives to fill the parking ramps. Doesn't make sense you say? That was
exactly Ken Golden's point. The real issue isn't filling the ramps, it is filling
vacant buildings downtown and it is debatable whether this resolution will do anything
for this problem. I think this resolution will die are be drastically changed.
