KICK-OFF SET FOR DANE COUNTY COMPREHENSIVE PLAN 

Dane County Board supervisors Lyman Anderson and Brett Hulsey, members
of the Dane County Comprehensive Planning Steering Committee, today
announced the dates of two kick-off events for the county's
comprehensive planning process.  The public is invited to attend on
either one of two evenings, Wednesday, February 12th or Thursday,
February 13th at 7 p.m. each night at the Alliant Energy Center. The
agenda and events will be the same each evening.  

The kick-off meetings are the beginning of an effort to recruit active
citizen participants in the county's planning effort. 
 
"We need representation from a wide spectrum in the community," said
Lyman Anderson, chair of the Zoning and Natural Resources Committee.
"It is crucial that not only activists, but also ordinary citizens with
a wide range of knowledge help us develop this plan," he added.

The meetings will feature speakers and information about the plan
process, the steering committee, working groups and public
participation. Two identical meetings are being used so Dane County
residents that are busy on one night can attend the other and get the
same basic information.  

These kick-off meetings will "set the stage" for the next three years of
the planning process.  The discussion will be about a variety of
planning issues and requirements and what the public can expect.  On
hand will be the Steering Committee members and members of the county's
inter-disciplinary and inter-departmental staff team. 



To develop the comprehensive plan, Dane County will rely on working
groups in the following three areas: 1) Natural Resources, Agriculture,
and Open Space, 2) Housing and Economic Development, and 3)
Transportation and Utilities. One goal of the kick-off meetings is to
have members of the community express an interest in participating in
these working groups.  The working groups will meet quarterly throughout
the county to develop goals and objectives for the nine required
elements of a comprehensive plan:

1.      Issues and Opportunities:  Compilation of background
information, demographic trends, and forecasts, and overall goals and
objectives;
2.      Agriculture, Natural and Cultural Resources:  Recommendations
for conserving farmland, natural features, historic/cultural sites, open
space and community design;
3.      Land Use:  Recommendations for the amount, intensity, and
location of residential, commercial, industrial and other land uses;
4.      Transportation:  Recommendations for new or altered roads,
transit service, bike and pedestrian facilities, railroads and airports;
5.      Utilities and Community Facilities:  Recommendations to expand
or reconfigure utilities and community facilities;
6.      Housing:  recommendations to supply sufficient affordable
housing for all incomes, ages, and special needs;
7.      Economic Development:  Recommendations to attract and retain
desired businesses and industries and to promote "brownfield"
redevelopment;
8.      Intergovernmental Cooperation:  Recommendations to encourage
joint planning and services and to resolve conflicts among plans; and
9.      Implementation:  Recommended actions to be completed in a stated
sequence (timeline) to guide progress toward plan implementation.

"Comprehensive planning can save us tax money, reduce traffic growth,
increase affordable housing, clean air and clean water, and protect park
land and farm families," said Supervisor Brett Hulsey, chair of the
Strategic Growth Management Committee.  "It is important that Dane
County residents play an active role in this important effort," he said.

The kick-off events will provide an opportunity for citizens and local
elected officials to:
.       Learn about the comprehensive planning legislation and planning
process.
.       Meet members of the Comprehensive Planning Steering Committee.
.       Express an interest in serving on the working groups, as well as
exploring other avenues to involvement.

The goal of the kick-off meetings is to engage the public and recruit
citizens to participate in the development of a plan that all residents
